Chairman Sandberg called the meeting to order with Commissioners Athey, Berning, Cleon and Wulff present. Also present were Carl Haanen, Mike Swenson of the Ortonville Independent, County Attorney Bill Watson and County Auditor Michelle Knutson. The Pledge of Allegiance followed. Motion by Cleon, seconded by Berning and carried to approve the minutes of the January 5 t" re-organizational meeting. Motion. by Wulff, seconded by Berning and carried to approve the agenda. Commissioners reported on the following committees: Berning - Countryside Public Health Olson - DREAM Team for Kids; AMC Redesign; Pioneerland Sandberg - CBSL Motion by Athey, seconded by Olson and carried to authorize payment of the following claims as presented by Auditor Knutson: General $120,489.86 Highway 102,743.56 Ditch 388.00 Taxes & Penalties 298.00 State 200.00 Total .$224,119.42 Motion by Cleon, seconded by Wulff and carried to authorize the following internal transactions effective 12/31/09: Ditch to General $ 22,588.00 CD 2 $ 240.00 CD 10/11 $13,738.00 CD 14 $ 1,732.00 CD 16 $ 4,228.00 CD 21 $ 2,650.00 General to Ditch $ 11,600.00 CD 2 $ 7,800.00 JD 4 $ 3,800.00 Ditch to Highway $ 2,762.90 CD 2 $ 457.69 CD 4 $ 285.05 CD 7 $ 70.83 CD 8 $ 457.50 CD 10111 $ 152.50 CD 30 $ 159.13 JD 4 $ 1,180.20 Generalto Highway $ 7,465.24 Motion by Athey, seconded by Berning and carried to adopt the following resolution and execute the cooperative agreement between the City of Barry and Big Stone County: ' 2010-09 BE IT RESOLVED that Big Stone County will .act as the legal sponsor for the project contained in the SCDP Application to be submitted on January 14, 2010, and that Big Stone County and Chair Roger Sandberg, are hereby authorized to apply to the Department of Employment and Economic Development for funding of this project on behalf of Big Stone County. BE IT FURTHER RESOLVED that Big Stone County has the legal authority to -apply for t'inancial assistance, and the institutional, managerial and financial capability to ensure adequate construction, operation, maintenance and replacement of the proposed project for its design life. BE IT FURTHER RESOLVED that Big Stone County ha not violated any Federal, State or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice. BE IT FURTHER RESOLVED that upon approval of its application by the State, Big Stone County may enter into an agreement with the State of Minnesota for the approved project, and that Big Stone County certifies that it will comply with all applicable laws and regulations as stated in all contract agreements. NOW, THEREFORE BE IT RESOLVED that Big Stone County Chair Roger Sandberg, or his successor in office, is hereby authorized to execute such agreements, and amendments thereto, as are necessary to implement the project on behalf of the Applicant. County Recorder Elaine Martig provided the Board year-end reports for her office for 2009. She also provided an update on upcoming changes to various procedures and programs in the office. Motion by Cleon, seconded by Berning and carried to authorize the Auditor to pay the BSAG appropriation on a quarterly basis. Auditor Knutson reported that the ITV presentation with AMC Director Jim Mulder is scheduled for February 2  at 1:15 PM in the Courtroom. County Assessor Sandy Void was present to request the Board set the date for the Board of Appeal and Equalization meeting. Motion by Cleon, seconded by Berning and carried to set the meeting for Monday, June 14 t" at 7:00 PM. Assessor Void distributed County sales data and tillable land summary for the Board's review. Highway Maintenance Supervisor Gary Haugen presented two DNR agreements for the maintenance of the trail. Motion by Cleon, seconded by Berning and carried to execute the Maintenance Cooperative Agreement with the State of Minnesota for the Minnesota State Trail from Big Stone Lake to the Big Stone National Wildlife Refuge effective February 1, 2010 and expiring June 30, 2011. Motion by Cleon, seconded by Berning and carried to execute the Cooperative Agreement with the State of Minnesota for the Minnesota State Trail from Big Stone Lake to the Big Stone National Wildlife Refuge effective February 1, 2010 and expiring January 31, 2035, for a period of 25 years.
