The project does not involve changes m land use from residential to non- residential or from non-residential to residential or from one class of residential to another and the total cost of rehabilitation is less than 75% of the total estimated cost of replacement after rehabilitation. The project will not adversely impact any protected or endangered wildlife or vegetation or agricultural farmlands. The project to be undertaken will not affect or be affected by a 100-Year Flood Plain. Some increases in noise, dust and other nuisance levels may occur during the rehabilitation, however, such disturbance will be temporary and will cease at completion of the activities that cause them.
