State unemployment drops to seven percent in May The state unemployment rate dipped to a seasonally adjusted seven percent in May, according to figures released today by the Minnesota Department of Employment and Economic Develop- ment (DEED). Minnesota's unemployment rate for May is 2.7 percentage points below the U.S. rate of 9.7 percent. The state's rate for April was adjusted down by 0.1 percent to 7.1 percent. Minnesota added 5,600 jobs in May. Since the low point of the recession in September 2009, Minnesota has added 34,200 jobs. "Minnesota is experiencing signs that economic recovery is progress- ing," said DEED Commissioner Dan McElroy. "While it will take some time for employment to return to pre-reces- si0n levels, I am encouraged to see job growth for the second consecutive month." McElroy also noted that the length of the average work week in May in- creased by 0.4 to 33.1 hours. It had held steady at 32.7 hours since January 2010. In Minnesota jobs in the govern.- ment sector were up by a.net total of 3,000 in May. That figure representsan increase in federal government jobs by 5,300, offset by a decrease in state and local government jobs b, 2,300. Manufacturing added 400 jobs dur- ing the month, gaining for the fifth month in a row. Other gains occurred in education and health services (up 2,600), trade, transportation and utili- ties (up 1,300), professional and busi- ness services (up 1,200), logging and mining (up 200), information (up 200), other services (up 200), and leisure and hospitality (up 100). Job losses occurred in construction (down 2,200) and financial activities (down 1,400). Over the past 12 months, job gains have occurred in professional and busi- ness services (up 7,600), education and health services (up 6,400), government (up 6,200), and logging and mining (up 100). The state has lost 5,600 or 0.2 percent of its jobs in the past year, the lowest rate in that category in the past two years. The temporary help area, often con- sidered a leading economic indicator, is up 14.5 percent over the past 12 months, the largest rate of gain since mid-2006. Year-over-year job losses occurred in construction (down 12,800), other services (down 4,900), financial activ- ities (down 4,800), manufacturing (down 1,900), leisure and hospitality (down 1,200), trade, transportation and utilities (down 300), and information (down 100). In the state Metropolitan Statistical Areas, job gains occurred in the past year in the St. Cloud MSA (up 1 per- cent) and the Rochester MSA (up 0.6 percent). Over-the-year job losses oc- curred in the Minneapolis-St. Paul MSA (down 1 percent) and the Mankato MSA (down 2.6 percent). The Duluth-Superior MSA was flat over the past year. Lac qui Parle computer commuter coming soon The LqP Computer Commuter is the result of a grant project that began in early January of 2010. The Lac qui Parle County Economic Development Authority (LqP EDA) has been work- ing on promoting and expanding broadband service within the country for the past two and one-half years. As a result of these broadband efforts Lac qui-Parle County came to mind for Congressman Collin Peterson when he was approached by the TDF Founda- tion in late December 2009. The TDF Foundation was searching for a poten- tial site to install a computer lab in rural Minnesota. This search included find- ing a community that would be willing to apply for one of their computer lab grants. When the call came into the LqP EDA, Director Pam Lehmann formed a task force (computer lab com- mittee) to brainstorm ideas for a com- puter lab project in Lac qui Parle County. This task force determined that there was not just one town within our county in need of a computer lab- there were several. And the idea for a mobile computer lab was born! In February an application was sub- mitted to the TDF Foundation for a handicapped accessible mobile com- puter lab that would travel to the com- munities in Lac qui Parle County offering access to computers and to in- ternet service for anyone in the area at no charge. The application included de- tails of a plan to schedule specific days and times to be in each community. The unit would be open to people of all ages and folks with any level of com- puter experience. To help educate folks with little or no computer experience classes will be offered for small groups or individuals as needed. When avail- able the unit could also be leased by area businesses/organizations wanting to do staff trainings without significant travel expenditures. Upon receipt of the application the TDF Foundation was very intrigued by the concept of offering this lab in multiple locations within one county. Due to limited fund- ing available, research began on the costs associated with a mobile unit and a secondary plan was established for transporting laptops to be used in each community as a portable lab. Conver- sations were had with residents regard- ing interest in this lab, and talks with Farmers Mutual Telephone and Fron- tier Communications regarding the overall project were very positive. By the end of March, six of the communi- ties expressed interest in supporting this project and having this service available to their residents and the sur- rounding rural residents as well. The communities of Bellingham, Boyd, Dawson, Madison, Marietta and Nas- sau each committed a site for use by the lab whether mobile or portable. In April they received word that their application was nearing approval, but the cost of a mobile unit was sig- nificantly more than the TDF Founda- tion was able to fund. By the time the final agreements were ready to sign the "computer lab committee" agreed that an application should be submitted to the Blandin Foundation for their Light- Speed Grant Program to help fund the purchase of a mobile unit and the mod- ifications needed. On May 14, 2010 an agreement was signed with the TDF Foundation for the computers and tech- nology for a computer lab in Lac qui Parle County. On June 3,2010 official notification from the Blandin Founda- tion was received that their grant re- quest was approved. Today the "computer lab commit- tee" is working to find a unit to modify for the LqP Computer Commuter. The process to find a coordinator for this lab is also in the works and they hope to hire someone before the end of June.
