Highway 28 improvement work underway According to the Minnesota Department of Transportation work on Highway 28 from GraceviUe to Morris started this week. This highway improvement project will involve three phases, with the first phase now underway. Road crews will spend the first 2 to 3 weeks installing new edge drains. Drivers should be aware that there will be intermittent lane closures along this 21-mile stretch of roadway, with fingers controlling traffic at the scene of construction. In about 2 weeks, crews will then start the task of replacing culverts along this same stretch. These culvert replacements will also require temporary lane closures at various points along Highway 28. then starting in mid July, crews will mill off the top surface of the roadway and replacing it with a new, smooth driving surface. This resurfacing will require the closing of one lane at a time with flagers on the scene controlling traffic, as no detour will be used. This last phase of the project will last until early Octobeg. Central Specialists is the prime contractor on this $3.8 million dollar project. Drivers are reminded to slow down and observe all traffic signs in a construction zone. Fines are doubled and drivers should be prepared to expect the unexpected.
