Stronger DWI sanc- tions are also now in effect for all repeat DWI offenders, as well as for motorists arrested for a first- time DWI with a 0.16 and above alcohol-concentration level. Under these sanctions, offenders must use ignition interlock for at least one year or face at least a year ~vithout driving privileges. Enhanced DWI patrols are a component of the state's core traffic safety initiative, Toward Zero Deaths (TZD). A primary vision of the TZD program is to create a safe driving culture in Minnesota in which motorists support a goal of zero road fatal- ities bypracticing and promoting safe andsmart driving behavior. TZD focuses on the application of four strategic areas to reduce crashes -- education, enforce- ment, engineering and emer- gency trauma response. The U.S. Fish and Wildlife Service announced today it will publish a final delisting rule in the Federal Register on Dec. 28. After a 30-day period, the Minnesota Department of Natural Re- sources (DNR) will reassume manage- ment of this species. "We are pleased with the final deci- sion to delist wolves in the region," said DNR Commissioner Tom Landwehr. "This is a great success for the Endangered Species Act. Min- nesota is ready to assume management of wolves under the guidance of the state's wolf plan." Minnesota has a population of about 3,000 gray wolves, the largest popula- tion in the lower 48 states. This is roughly twice the number required in the federal government's wolf recovery plan. The DNR, as it did after previous delisting roles in 2007 and 2009, will again manage the state's wolf popula- tion according to a management plan and under authorities approved by the state Legislature in 2000. The federal government has twice before delisted the gray wolf in Min- nesota and the western Great Lakes from federal protection. In both in- stances these decisions were over- turned in federal court due to legal challenges relating to procedural processes unrelated to wolf conserva- tion management. "Today's announcement by the fed- eral government reaffirms the fact that the wolf is not threatened or endan- gered in Minnesota," said Landwehr. state since 1989. Landwehr said modem wolf man- agement balances the survival of this iconic species with the legitimate con- ceres of rural residents whose domestic animals are preyed upon. Under the state law, owners of livestock, domes- tic animals or pets may shoot or de- stroy wolves that pose an immediate threat to their animals. Minnesota's wolf management laws divide the state into two management zones with more protective regulations in the northern third of Minnesota, considered the wells core range. The state's wolf management plan, created in 2001 after extensive public input, is designed to protect wolves and monitor their populations while resolv- ing conflicts between wolves and hu- malls. The state will assume management just as federal funding ends for the U.S. Department of Agriculture (USDA) wolf depredation program in Min- nesota, which traps and kills gray wolves on farms where wolf depreda- tion occurs. Most of the funding for the program, operated by Wildlife Services under the USDA, ends on Dec. 31, 2011, and the program is currently winding down. Under that program, 150-200 wolves causing damage to do- mestic animals were removed annually. Minnesota's management plan es- tablishes a minimum population of 1,600 wolves to ensure long-term wolf survival. Estimated at about 750 ani- mals in the early 1970s, the state's wolf population has stabilized at about 3,000 animals today. Federal law requires the U.S. Fish and Wildlife Service to monitor wolves in Minnesota for five years after delist- ing to ensure recovery continues. Sim- ilar to federal regulations, state law allows anyone to take a wolf to defend human life. Last summer, the Legislature elimi- nated a five-year waiting period on wolf seasons once delisting occurs. This means a hunting and trapping sea- son could be authorized by rule after providing for public comment. The DNR is in the preliminary stages of developing a framework for a wolf hunting and trapping season and will be working closely with the Leg- islature on the specific parameters of a potential season. Sound scientific cri- teria and monitoring methods will be used in designing any seasons. Gray wolves are currently legally hunted in Alaska, Idaho and Montana. Ortonville junior high wrestlers compete at Canby Ortonville's junior high wrestlers competed at the Canby Junior High Tournament on Monday, Dec. 19. This was a good tournament for the wrestlers as they .get to compete against opponents their own age. For the Trojans, freshman Robert Wood placed first, freshman Nick Steltz placed second, eighth grader Tristan Eastman and seventh grader Chris Parker each placed fourth. Just before that game, CGB will play LQPV at 5 p.m. The losers of the two games will play Friday at 5 p.m. with the winners playing at 7 p.m. Admission for the tournament is $6 per day for adults and $4 per day for students. Ortonville girls to play in LQPV Basketball Tournament The Ortonville varsity girls basket- ball team will take part in the Lac qui Parle Valley Holiday Basketball Tour- nament this Thursday and Friday, Dec. 29-30. The format for the tour- nament will be round robin. The Lady Trojans will play the first game on Thursday against Atwater- Cosmos-Grove City (ACGC) starting at 1 p.m. The second game at 3 p.m. will have Lac qui Parle Valley play- ing the CGB Wolverines. On Friday, the first game at 1 p.m. The Ortonville girls B-squad will also be taking part in the LQPV Holi- day Tournament. The first game will have LQPV playing CGB at 1 p.m. in the Commons of the LQPV School. Ortonville will play ACGC at 3 p.m. also in the Commons.
